1. INTRODUCTION

1.1. Background to the project

 

Project area:

Teici Nature Reserve (TNR) conserving the largest unchanged raised bog in Latvia and the Baltic States. TNR is a huge complex of wet ecosystems (bogs, forests and meadows) with a high diversity of flora and fauna, particularly important for birds, both breeding and migratory. It hosts 53 bird species, 5 mammal species, 59 plant species and 26 insect species from the Red List of Latvia. Moreover, 52 bird species belong to the group of endangered species in Europe (SPEC 1-3). Teici bog and surroundings is important area for migratory geese (up to 4000 Anser fabalis/4000 Anser albifrons) and Grus grus (up to 1200). 

            Various types of forests (93 %) cover the largest part of Krustkalni Nature Reserve (KNR) but it includes also 2 rivers, 8 lakes, small fens and meadows. Forested area is located on steep slopes of hillocks with fens, bogs and waters located between the slopes. Most important for this area is diversity of plants (774 vascular plant species, protected from them - 14) and variety of geomorphologic relief forms. 131 bird species are found in the reserve, 25 of them endangered in Europe (SPEC 1-3). There are 15 nationally protected insect species.

            External protection zone of KNR includes a part of Aiviekste floodplain meadows (15 % from IBA 051) and generally consists of agriculture landscape with small mixed forest patches. This is region of semi-natural floodplain complex along river Aiviekste, covering natural meadows and pastures (50 % in total), bush lands and small forests (20 % in total) and other types of habitats. Main importance of this area is complex of natural meadows and a high density of bird species of global conservation concern - Crex crex

1.3. Objectives of the project

Overall objectives

1.      Conservation and restoration of bog, meadow and forest habitats of Teici Area.

2.      Increase the territory and ecological integrity of Teici and Krustkalni Nature Reserves, acquiring surrounding wetlands and forest ecosystems.

3.      Obtaining the necessary information for planning and management of Teici Area

Specific objectives

The specific objective is to implement a numerous measures in Teici Area to:

1.      Protect, through purchase or agreement, western taiga, bog woodland, active raised bog and semi natural grassland habitats (300 ha in total), hydro-ecologically connected with the same habitats protected in Nature Reserves,

2.      Enhance the hydrology of marginal parts of Teici bog (active raised bog and raised bog still keepable for regeneration),

3.      Restore floodplains meadows and other grasslands at numerous sites,

4.      Rise environmental awareness of local society by growing publicity (6 issues in total) on biodiversity conservation, and involvement of local stakeholders in implementation of nature conservation measures for Teici Area

1.4. Expected results of project

·        At least 300 ha of valuable forest and wetlands will be purchased and saved for nature conservation,

·        1020 ha grasslands saved from overgrowing and disappearing,

·        42 dams constructed on a marginal parts of Teici bog, diminishing of active raised bog habitat prevented,

·        6 specialized information materials published and disseminated,

·        Film will be shoot about Nature Reserves and LIFE project,

·        The basic infrastructure for visitors of Teici Area will be developed.

·        Local support ensured for future management of Teici Area and positive attitude to nature conservation reached in society of project area.

2. THE SUMMARY

 

This is a second activity report without a payment request on the project “Measures to ensure the nature conservation management of Teici Area” and action-by-action describes the progress of project during the 11 months of third reporting period – from the October 2003, to the end of September 2004. To keep the readers of this document informed on overall progress, the results from the main part of project activities reported previously (2002; 2003), are shortly summarized in this report also.

2.1. Summary of activities during report period

Action A1 Inventory

Action completed. This action provides necessary information on nature values for whole project, especially for actions A2, B1, D1, and also E1. Field expeditions were completed on 30.09.2003 according project time planning. Results of this action are described on the previous project report and are summarized in the following points:

 

Action A2 Planning

Action completed and described on the previous reports of this project. Action plan „Management of meadows in Teici area" consisting from individual agro-environmental plans prepared for management of separate grassland and description of management techniques used under this project Individual agro-environmental plans are prepared for 85 grassland properties cowering 578 ha in total. The new ESRI ArcInfo 8.1 GIS based map and grassland management database is created for most valuable grasslands of project area. This achievement is more than we planned initially, and was crucial to fulfil obligations of action D1, gave the new scope to on-site management of meadows in project area, also after end of this LIFE project. Action plan „Management of bog habitat in Teici area" provide the background for restoration of hydrological regime to regenerate the live habitat of raised bog on marginal parts of Teici mire system under current project and also for dam building activities during 3 years after end of this LIFE project.

 

Action B. Purchase of land

Project objectives overachieved. This action has very good progress from the beginning of the project – overall project target was reached this spring -12 months before official end of project. Currently 27 land units with total area 359 ha are already purchased under this LIFE project due to data of this report. 24 of them are inscribed on the State Land Register as properties of the Ministry of Environment of Latvia. 3 are surveyed during October, November 2004 and proceed through the procedure of division of properties that will be finished at the end of 2004. In sale contracts and/or records of the State Land register a definitive assignment of purchased land to nature conservation is included.

 

Action C. Restoration of natural bog hydrology

During 3 years of project time, 42 dams are constructed and 11 repaired or maintained. Action concerning objectives of current LIFE project is completed. Action have strong scientific basis and provide information and innovation for other protected areas and LIFE projects in Latvia and abroad. Our approach on this issue is published and widely used among nature conservation managing bodies.

 

Action D. Maintaining of natural and semi natural grasslands and meadows

The goal of this action is reached. The budget changes adopted by the Commission, introducing the results from inventory and successful GIS based planning, gave another scope and efficiency to this action. We have purchased the necessary machines –tractor and equipment on summer 2004 and manage to increase the areas from 425 hectares mown during 2 previous seasons to the necessary 1020 hectares estimated for whole project. This LIFE project, plays the crucial role ensuring the technical basis to continue the grassland management at least for next 5 years and ensure the obligatory preconditions to apply for EC financial support from structural funds under Agro-environmental schemes.

           According summary numbers in main table (D-1) showing progress on this action, 1020 hectares are mown, and 72 hectares of bushes are lodged to regenerate natural grassland biotopes according individual action plans due report data.

 

Action E. Public awareness and dissemination of results

Most activities completed. Actions mentioned under “Milestones” and “Deliverable products” in report period are accomplished.

Shooting of film was delayed but it is completed currently – film “Bog for life and LIFE for bog” and has 26 minutes instead of 15 proposed initially. Attached to this report. Leaflets on bird species in Teici and Krustkalni Nature Reserves are published and delivered with midterm report.

Web page ready and accessible thought www.teici.gov.lv.

All planned materials for workshop program created, tested and has got positive feedback from school children’s and teachers - CD version is attached to this report.

Publishing of booklets "Protection of birds of Teici Area" and "Protection of habitats of Teici Area" was delayed but they are completed currently – the materials are a bit larger in volume - instead of traditional format booklets we published 2 small brochures -14 and 16 pages. Copies are attached to this report.

Infrastructure for visitors is formally accomplished according initial planning - 1,92 km new boardwalk is created (1,8 km is project target). 7 new information desks, materials for them, 0,12 km new boardwalk and 2 platforms are built during season 2004.

Book “Teici – Ramsar site and Important Bird Area” is still in progress according project timetable and will be delivered with final report of this project.

The information about project prepared and published in numerous local and 2 national newspapers, On regional TV information about Teici project were broadcasted.

CD presentation is created in Latvian and English to fulfill demand for project information from ministry of Environment, Municipalities, NGO`s and nature conservation experts. Project experience is published in two environmental management handbooks used mainly for management planning in protected areas – NATURA 2000 sites.

 

Action F. Overall project management

Teici Area LIFE project have the following organization:

Project group consisting from Project manager, technical director, accountant, 3 action managers and necessary experts. Results of work is negotiated, timesheets evaluated, resources and tasks divided during monthly meetings of project group and other staff involved in project implementation. Council of Teici Nature Reserve meets annually.

All the public tenders and corresponding purchases of durable goods are completed.

Project auditor is agreed already on 2003 and initial audit session passed. The LIFE financial database is downloaded from LIFE homepage and introduced for project accounting.

Period since midterm report was very important for financial and overall management of this project:

-          The second instalment EUR 187 634,10 was received on beginning of March 2004. Before that, 2 misunderstandings with the Commission were clarified – auditor details in the necessary format were provided (Beneficiary letter on November 13. 2003) and the new Banking details of beneficiary (Beneficiary letter on December 11, 2003) sent to Commission.

-          The first additional clause are adopted on April 22, 2004, which was extremely important for shifting the necessary resources from budget line for land purchase to the budget line for purchase of durable goods (tractor and mowing machine) necessary to fulfil obligations on grassland management, and budget line for overheads which was underestimated at the proposal stage of this project.

 

We would like to thank the Commission in order that the necessary changes of project budget are adopted and we may involve the necessary resources to reach overall conservation targets of action D1 and improve the results of whole project.

3 DETAILED REPORT OF ACTIVITIES

3.1. Action A1 Inventory of species

 

 

Progress

Action completed. This was a preparatory action to provide necessary information on nature values and biodiversity for whole project, especially for actions A2, B1, D1, and also E1. Inventory field expeditions were started at the very beginning of April 2002 and finished on 30.09.2003 according project time table. The, action process flowchart, methods used, and results of this action are covered by the first activity report and midterm report of this project. 

The following main results are achieved under action A1:

3.2. Action A2 Elaboration of action plans

 

Action deadline: 20.12.2003

Action plan „Management of meadows in Teici area" consisting mainly from individual agro-environmental plans prepared for management of separate grassland and description of management techniques used under this project, is successfully accomplished before the official deadline and presented within the previous project report. Individual agro-environmental plans have prepared for 85 grassland properties cowering 578 ha in total. The examples of a new GIS based Individual agro-environmental plan for land property “Saliňas” purchased under this LIFE project and cover sheet of the whole action plan  „Management of meadows in Teici area" was attached to mid-term report of this project, methods of management and other details was also explained there.

           Additional information

This action is toughly connected with action D1, which was one of most efforts demanding in this project, due to unclear general agricultural policy in whole region and quick economic development of the country. Progress on grassland management activities (Action D1) and current results of the action are described in chapter 3.4, of this and previous project reports. According the lessons learned and experience gained during implementation of biotope management on site, we would like to upgrade the action plan „Management of meadows in Teici area". Therefore we would like to ask the Commission to prolong the official end, stated on project time table, of this action A2 due the end of I quarter 2005. This will generate additional quality of project results and ensure good follow up for the proper management of valuable grasslands using other funds available after end of current LIFE project.

 

Action plan: "Preservation of EU habitats in Teici area".

Action plan completed. Also current biotope management activities are implemented during project time according the plan  (progress presented on ch. 3.4. Action C1). As far as initial project document was corrected during proposal revision stage and actions like D2 and C2 - setting agreements on restrictions in agriculture and forestry, establishment of sites with special protection status and necessary management measures for preservation of habitats and species, was skipped from approved project document, only the protection of natural bog hydrology (action C1) measures are specified in this plan to protect nature values in project area.

           Action plan begins with traditional chapters, giving overview of the area, setting the scientific and historical background as well as threats for the ecosystem of Teici bog caused by drainage created during the last century on marginal parts of the wetland tract and from the bog lakes. 24 hydrological subsystems are distinguished in Teici mire. The order of building and topographic plan with exact locations of dams on watercourse is determined for every hydrological subsystem in the separate chapter of Teici mire restoration action plan.

The most important (action) part of the plan includes:

-          Precious location on detailed (1:5000) aero-photographic maps of the necessary dams within the water system decided for management.

-          The most suitable method for construction of dam in every site, depending on soil, water runoff, natural materials available and possible access to the spot,

-          Classification of dams. Depending from the level of influence on water regime, the following categories of dams are classified:

§         A category – dams influencing the groundwater level only on mire ecosystems and slow down the artificial runoff from raised bog dome.

§         B category – dams which gradually slow down the artificial runoff on the downstream of A category dams. Every dam has a number showing category of dam, number of hydrological subsystem according action plan and number of dam in subsystem. For example - Nr. 19/1-A means that the first A category dam is build in hydrological subsystem 19 (classification principles described on the mid-term report)

-          The table of all the dams planned to build and already constructed, with the yearly records on functioning,

The map showing locating of dams in project area was already presented and attached to the midterm report of this project. Management and monitoring actions will take place in project area at least 30 years after end of financing from EC “LIFE” program. The follow up activities will be managed by Administration of the Teici Nature Reserve, or the financial sources of other projects.    

Elaborated action plans "Management of meadows in Teici area" and "Preservation of EU habitats in Teici area" will be adopted as operational chapters of the official management plans of Teici and Krustkalni Nature Reserves after end of this LIFE project.

 

Variations:

In the first activity report we have asked for Commission’s approval to move deadline for Action A2 to 20.12.2003, due to an oversight in the project document. With a Commission’s letter on 19.08.2003 the changed deadline for both action plans was approved.

3.3. Action B1 Land purchase

 

 

 

 

 

 

 

 

 

 


 

 

 

 

Deadline: 30.12.2004.

This is one of the main actions of this project and has very good progress during report period and whole project – overall project target (at least 300 hectares purchased) is already reached.

Administration of Teici Nature Reserve started Land purchase for Nature conservation in Latvia, thanks to financial support also from Ramsar Convention Bureau with a project "Measures to improve the management of the Teici Nature Reserve Ramsar site and surrounding wetlands", which is agreed as co-financing to this LIFE project action B1 according the project document approved by the Commission.

 

The following results have been achieved:

·        27 land units with total area 359 ha are already purchased under current LIFE project due to data of this report.  24 of them are registered in State Land register as state properties in the person of Ministry of Environment. 3 are surveyed at the moment and proceed through the procedure of division of properties that will be finished at the end of 2004. In sale contracts and/or records of the State Land register a definitive assignment of purchased land to nature conservation is included.

·        The next 2 purchase agreements with landowners are concluded, covering a bit more than 50 ha in total. So, we strongly believe than at the end of current LIFE project the overall objectives for action B1 will be overachieved with more than 100 hectares of land purchased for Nature conservation.

·        Two council meetings (see table of meetings, action F) took place during time period covered by this report.

Detailed progress on every land property explained on the table B-1. Negotiations about potential purchase with owners and users of land properties inscribed on “Priority list” are still continued. After official end of this project, we will apply for financing from the national sources to continue the land purchase as one of most powerful and safe mean for habitat conservation.

The "Priority List of land proposed for purchase” was actualized significantly according data investigated during inventory (action A1) and presented as attachment to midterm (previous) report of this project.

 

Problems:

The results of the action are excellent and we could not touch the problems, but they were as big as current results. Full list with details have been provided with the previous report, but still some I may stress below:

·        Our first achievement (we are proud for, because those was the first land units purchased for nature conservation in Latvia) - 2 land properties with total area 56,8 ha, purchased before the official project start data with a financial support from Ramsar Convention Bureau SGF, included in project proposal and Priority list (Nr 1; 2), according to Commission`s letter from 25.02.2004, are not accepted as eligible for this project.   Nevertheless, we successfully manage to compensate this with purchase of next properties according the Priority list with even larger area.

·        Administrative way of purchase according to Latvian legislation is still long and complicated. For each case of purchase the separate decision of Council of Ministers of Latvia is necessary.

·        The real market prices of land and forest are increasing rapidly in 2003 - 2004, but cadastral value is not updated accordingly. Therefore we have to fortify stronger the value of selected land unit and negotiate longer with Council of Ministers of Latvia to get approval of purchase.

·        Many land units with nature values are allocated to owner in use only and still not inscribed on State Land Register and not liable to sell or purchase.

 

Variations

Accepting the reasons clarified by beneficiary in the mid-term report and financial analysis provided, the Commission accepted (letter from 25.02.2004) the changes of project budget, decreasing the budget line for land purchase and allocate more funds for grassland management. At the end of 2004 we can appreciate this decision, because the objectives of action B1 is overachieved anyway and necessary resources was put in to action D1 ensuring good results also for this action during meadows management season 2004.

 

Additional information

As far as 600 hectares of land acquired for conservation is set as a long term objective for land purchase action initially in project document, we will continue to purchase land properties to extent of funds left over for action B1.

The maps showing location of the sites included in priority list was delivered with previous report of this project. The complete list of properties purchased and map will be attached to the final report of the project.

3.4. Action C1 Restoration of natural bog hydrology

 

The dam built on August 2001 – visited by external monitoring team.

The same place on August 2003 – regeneration of sphagnum is evident.

 

Progress

      Blocking of surface drainage with 42 dams proposed in action C1 of this project is part of broader mire restoration activities carried out by Administration of Teici Nature Reserve before start of current LIFE project. During 3 years of project time, the proposed number of dams are constructed and action concerning objectives of current LIFE project is completed. The measures carried out have strong scientific basis and provide information and innovation for other protected areas and LIFE Nature projects in Latvia and abroad.

No complications or delays are experienced during implementation of this action. All the proposed activities of this action is formally finished, but we still have resources and 7 months left due end of our project, therefore the inspection and small repairing of dams, that will be necessary next spring after snowmelt and spring-waters, could be good to count as eligible for current LIFE project. 

 

Additional information

The experience of beneficiary gained during implementation of this project, especially on blocking techniques of the artificial watercourses was urgently demanded from other projects and protected wetland areas around the Baltic States. We have hosted 2 unplanned workshops on the construction of dams for Lithuanians and one more is demanded from Estonians. The presentation to disseminate project results on this issue and overall experience were compiled and demonstrated during various seminars and workshops. To illustrate this, the fragment of business report by Baltic Environmental Forum on the seminar "Management of wetlands in protected areas – experience exchange for improved know-how" held on April 29-30, 2004, is included in this project report.

LIFE project “Measures to ensure the nature conservation management of Teiči Area” (LIFE00NAT/LV/007127)

After giving a brief overview of the goals and activities of the LIFE-Nature project in Teiči Nature Reserve, Mr. Jâtnieks described thoroughly methods used for restoration of hydrological conditions in the raised bog.

 

According to the long-term plan for restoration of natural bog water regime (elaborated in 1999) 230 dams should be built in 10-15 years in Teiči mire system. 42 dams are proposed to be built in the frame of the current LIFE project. During two first years already 26 new dams have been built and 7 old dams restored.

Mr. Jâtnieks described the techniques and materials used for building dams. In Teiči they build mostly wooden (pine) dams filled with Sphagnum peat, but also stone have been used. For smaller dams the materials available on place are used. Dams are built in dry season, starting from upstream. Branches and wood are put into the ditch to mitigate water influence. When the profile of the dam has reached the mineral soil, the stands have to be set to avoid erosion. He emphasized that bigger dams should be additionally secured. The precondition is the presence of Sphagnum, if the dams are built, it will grow quite fast and fill the ditches soon. All dams are marked with building data and numbered according to the action plan. Even the beavers in Teiči are contributing to the implementing of management plan.

 

Field trip to the raised bog of Teiči Nature Reserve

The main goal of the excursion was to introduce and to show the practical techniques for building dams of different size and filling ditches. Two different raised bog sites were visited and Uěis Bergmanis gave the detailed description of restoration methodology. A short stop was made by a wet meadow managed under Teici LIFE project as well and the specialists of the administration of Teiči Nature Reserve explained the methods.

 

Discussion

·         We should focus on conserving intact mires where they still exist. It is important to prioritize sites as well as to consider carefully what the goals are and how to distribute the available finances. The decisions should be made on two levels: on the national level it should be decided, which areas should be restored and protected; on the local level it should be decided, where to build dams etc.

·         Although 50 % of peatlands is destroyed in Latvia, the peat extraction is still increasing because of foreign companies coming here. Peat extraction can continue in these sites where it is already going on but not the virgin protected peatlands. The best bogs of Latvia are in protected areas where peat cutting is not allowed. In Latvia there are 2-3 protected areas that include peat extraction fields and 13 adjacent to peat extraction fields. The Ministry of Environment has elaborated guidelines for every case.

·         If peat extraction is already ongoing, it is advisable to continue it until the conditions are the best for re-naturalization.

·         In Estonia there is 1 Million ha of total peatland, 30000 ha of which are peat extraction areas. There are buffer zones around protected areas where peat cutting is not allowed. Peat extraction companies have to prepare recultivation plans. There are around 60 abandoned peat fields; in some of them the natural regeneration has taken place. Restoration activities are carried out under different projects. The tendency to conserve increasingly more mires (by the Ministry of Environment) can be observed.

·         In Lithuania peat extraction has currently decreased, but it is still high. All bogs are divided between protected areas and peat extraction companies. There was a GEF project to develop a strategy for peatland conservation. 

·         Bankrupting of peat companies is a problem for all Baltic States because in this case re-naturalization will usually not be done. It was suggested by the participants that the peat companies should be required to install anti-flooding systems.

·         Hydrological monitoring of bogs is necessary.


3.5. Action D1 Maintaining the natural and semi - natural grasslands

Deadline: 30.09.2004.

 

Progress - According summary numbers in main table (D-1), 1020 hectares are mown during all 3 seasons (2002 – 2004) of project on 85 most important grassland areas for conservation of biodiversity in project area. The goal of this action is reached. Thanks to budget changes approved by Commission, we have purchased the new tractor on summer 2004 and manage to increase the area of 425 hectares mown during 2 previous seasons to the necessary 1020 hectares estimated for whole project. This LIFE project, play the crucial role ensuring the technical basis to continue the grassland management at least for next 5 years and create the obligatory preconditions to apply for EC financial support from structural funds under agro-environmental schemes. Beneficiary will use structural funds for grassland management of Teici and Krustkalni Nature Reserves starting from the August 2005.

           

The detailed progress of action due data of this report are represented on tables D-1, D-2, D-3 of this report. The main table is D-1. Table D-2 expand row 15 of table D-1 and show exact names and sizes of grassland areas initially named as “Krustkalni”, in the main table.
